Talaq Before Consummation of Marriage:

Different countries have different cultures. The purpose of the marriage is cohabitation between husband and wife. Sometimes people do marriage in Pakistan, but no rukhsati takes place. The wife does not go to live with the husband, which is called rukhsati. Not all the time, but occasionally this is practiced in Pakistan.
